How to Activate the Pennsylvania Debit MasterCard®

To activate your Pennsylvania EPPICard by Debit MasterCard® for Unemployment payments, call the toll-free phone number at 1-877-406-8257 to set up your 4-digit PIN and start using your card today.

Before you can create your PIN, you will be asked to provide:

  • Pennsylvania Debit MasterCard® Number
  • Last 4-digits of your Social Security Number
  • Date of Birth (MMDDYYYY)

Once complete, you will be asked to select your four (4) digit Personal Identification Number (PIN). You will be asked to enter your PIN a second time for verification.

Please note: You cannot receive unemployment. worker’s compensations or SWIF payments until you have successfully activated your card and registered your PIN.

Pennsylvania Unemployment & Worker’s Compensation Payment Schedule

Pennsylvania Unemployment payments are available in your Pennsylvania Debit MasterCard® account for use on the banking day after your payment is deposited, received and processed.

Your Unemployment and Worker’s Compensation payments are posted in accordance with DLI monthly and weekly payment cycles. If you have questions about your Pennsylvania Unemployment, Worker’s Compensation or SWIF payments, including when your payment cycle, please contact the Pennsylvania Department of Labor and Industry (DLI). Pennsylvania Unemployment Card ATM Cash Withdrawal Fees

Avoid Transaction fees and Service charges with your Pennsylvania MasterCard® Debit Card by using “in-network” MoneyPass and PNC Bank ATMs or MasterCard® Bank Tellers for cash withdrawals.

The Pennsylvania Debit MasterCard® provides three (3) FREE ATM Cash Withdrawals per month at in-network MoneyPass and PNC Bank ATM locations. Any in-network ATM Cash Withdrawals over your three free monthly withdrawals will incur a $1.50 fee.

Any ATM Cash Withdrawal conducted at Alliance One ATMs will incur a $1.75 per transaction fee. There is no surcharge to using your Pennsylvania Debit MasterCard at Alliance One ATM locations.

Cash Withdrawals at an out-of-network ATM is subject to a fee of $1.75 per transaction, plus an additional surcharge fee.

For Bank Teller Cash Withdrawals, the Pennsylvania Debit MasterCard® provides one FREE unlimited Bank Teller Cash Withdrawals at any MasterCard Member Bank location.

For transactions outside of the United States, there is a $3.00 fixed fee, plus a 2% of the amount of the transaction fee for each International ATM Cash Withdrawal. Each International Transaction is subject to a 2% fee for the transaction amount.

Pennsylvania Debit MasterCard® Transaction Fees & Charges

Additional fees associated with your Pennsylvania Debit MasterCard® include:

  • $0.40 fee for each balance inquiry at out-of-network ATM locations
  • $0.45 fee for each call to Customer Service that exceeds your seven (7) free calls per month
  • $1.50 fee for each deposit transferred from your Debit MasterCard account
  • $1.00 fee each month for account inactivity that exceeds 14 months
  • $4.00 card replacement fee outside of your allotted one (1) free card replacement per year
  • $12.00 fee for expedited Debit MasterCard replacement and delivery

How to Avoid Pennsylvania Debit MasterCard® Fees

The best ways to avoid fees with your Pennsylvania Debit MasterCard® is to:

  • Get Free Cash Back with your purchase at MasterCard® approved merchant locations
  • Make ATM Cash Withdrawals at MoneyPass and PNC Bank ATM locations
  • Make balance inquiries at in-network ATM locations or online by using your PA EPPICard account

Pennsylvania EPPICard Fraud & Scams

Please be aware that there are current reports of phishing emails, cell phone text messages, and vishing phone calls that are intended to obtain personal and/or card information. Phishing and vishing is a type of scam designed to steal your personal information.

We will never request any of your personal information such as Social Security Number, EPPICard Number or PIN through our website. We highly recommend that you DO NOT respond to requests like these.

Being informed is your best defense. If you believe your Pennsylvania EPPICard account has been compromised, please call Pennsylvania Debit MasterCard® Customer Service as soon as possible. Submitting a request to report your card as lost or stolen will help to protect your Pennsylvania Unemployment, Worker’s Compensation, and SWIF payments.

Pennsylvania Debit MasterCard® Expiration

The Pennsylvania Debit MasterCard® is good for three (3) years. If your card is about to expire, a new Pennsylvania Debit MasterCard® will be mailed out to you approximately 30-days before the Expiration Date listed on your card.

If your mailing address has changed since your card was issued, call the Customer Service hotline (1-877-406-8257) or click here to find out how to update your address. Your new Pennsylvania Debit MasterCard® cannot be forwarded to your new address. If they do not have your correct address, you may experience delays in receiving your Pennsylvania Unemployment, Worker’s Compensation or SWIF payments.
