The Pennsylvania EPPICard by Debit MasterCard® is the safe and convenient electronic payment system for receiving Child Support payments. Commonwealth of Pennsylvania Department of Human Services (DHS) implemented the electronic payment system as a better way to receive your Pennsylvania child support payments. To activate your Pennsylvania EPPICard by Debit MasterCard® for Child Support payments, call the toll-free phone number at 1-800-304-1669. You will be asked to register your 4-digit Personal Identification Number (PIN) before you can start using your card.
To create your PIN, you will be asked to provide:
Once complete, you will be asked to select your four (4) digit Personal Identification Number (PIN) by typing into the phone. You will be asked to enter your PIN a second time for verification.
Please note: You cannot receive child support payments until you have successfully activated your card and registered your PIN.
To access your Child Support balance and transaction history online, please login your PA EPPICard account. To login, visit the PA EPPICard website and follow the instructions provided below.
To login your PA EPPICard online account to access your Pennsylvania Child Support payments, visit the account homepage at eppicard.com/paedcclient. Once on the PA EPPICard account homepage, enter your User ID on the left-side of the page and click the “Login” button. After that, enter your Pennslyvania EPPICard Password to be logged into your account.

Pennsylvania Child Support payments are available in your Pennsylvania EPPICard account on the banking day after your payment is received, deposited, and processed.
Your PA Child Support payments are posted in accordance with monthly and weekly payment cycle. If you have questions about your Pennsylvania Child Support, including your payment cycle, please contact the Pennsylvania Department of Human Services (DHS). To avoid Transaction fees and Service charges with your Pennsylvania EPPICard by Debit MasterCard®, use “in-network” MoneyPass ATMs or MasterCard® Bank Tellers for cash withdrawals.
The Pennsylvania Debit MasterCard® provides one (1) FREE ATM Cash Withdrawals per month at in-network MoneyPass ATM locations. Any in-network ATM Cash Withdrawals over your one free per month will incur a $1.10 fee per transaction.
Cash Withdrawals at an out-of-network ATM are subject to a fee of $1.10 per transaction, plus an additional surcharge fee.
For Bank Teller Cash Withdrawals, the Pennsylvania Debit MasterCard® provides one FREE unlimited Bank Teller Cash Withdrawals at any MasterCard Member Bank or Credit Union location.
For transactions outside of the United States, there is a fixed 3% fee on the amount of the transaction for each International ATM Cash Withdrawal.

Please be aware that there are current reports of phishing emails, cell phone text messages, and vishing phone calls that are intended to obtain personal and/or card information. Phishing and vishing is a type of scam designed to steal your personal information.
We will never request any of your personal information such as Social Security Number, EPPICard Number or PIN through our website. We highly recommend that you DO NOT respond to requests like these.
Being informed is your best defense. If you believe your Pennsylvania EPPICard account has been compromised, please call Pennsylvania Debit MasterCard® Customer Service as soon as possible. Submitting a request to report your card as lost or stolen will help to protect your Pennsylvania Child Support payments.
The Pennsylvania Debit MasterCard® is good for three (3) years. If your card is about to expire, a new Pennsylvania Debit MasterCard® will be mailed out to you approximately 30-days before the Expiration Date listed on your card.
If your mailing address has changed since your card was issued, call the Customer Service hotline (1-800-304-1669) or click here to find out how to update your address. Your new Pennsylvania Debit MasterCard® cannot be forwarded to your new address. If they do not have your correct address, you may experience delays in receiving your Pennsylvania Child Support payments.
